Dr. Venugopala Rao Koppaka is advisor in the Centre for Management of Land Acquisition, Resettlement and Rehabilitation, ASCI. He is ex-Scientist/Engineer ‘G’ and Group Director, National Remote Sensing Centre (NRSC), ISRO, Govt. of India. He has graduated in civil Engineering with specialization of Advances survey & Photogrammetry from IIT, Kanpur and masters in Geology from College of Science, Master in Computer Science and Doctorate degree from College of Engineering, Andhra University.
Dr. Rao has more than 30 years of experience in advanced digital photogrammetry, Remote Sensing, and GIS in large scale mapping; geospatial governance in the fields of urban, land survey & management, infrastructure planning & monitoring. During his service in NRSC, ISRO, he lead initiatives to promote the use space based geospatial technology for effective planning & monitoring in major central government mission projects like PMAY-HFA (Urban), NHI, Railways, GAIL, Mines, MHA, aerial/satellite image based re-survey under NLRMP, NSO-Urban Frame work.
Among the notable projects successfully led by him include generation of 1:4,000 scale GIS database AMRUT cities, Geo-tagging of individual beneficiary houses under PMAY-HFA (Urban) for effective house construction monitoring; National Capital Region (NCR) Regional Plan Revision (RRP- 2021); large scale infrastructure (National High ways, pipeline network) planning and monitoring NHAI, GAIL; Tsunami Early Warning System, INCOIS:- Satellite based Digital Terrain Model development for entire Indian East & West Cost; Space based information Support for Decentralized planning (SIS-DP). Established Remote Sensing & GIS Centre in Maldives and also provided Training to Maldivian officials for running the Centre.
He served various inter-ministerial committees and co-authored in the development of National Technical Guidelines (1) The National Land Records Modernization Programme (NLRMP), Ministry of Rural development (2) The Design and Standards for application of drone / UAV for large scale urban mapping, Ministry of Housing & Urban Development (3) Smart Cities Sectional Committee, CED 59, Bureau of Indian Standards (4) Geospatial Information Sectional Committee, LITD 22, Bureau of Indian Standards (5) AMRUT Design and Standards for GIS based Master Plan Formulation, Ministry of Urban Development (6) Urban and Regional Development Plans Formulation and Implementation (URDPFI) Guidelines, 2015 (7) Topographic Mapping from very High Resolution Satellite, SOI, DST.
He has published over 30 publications in National and international journals. He is a reviewer of Geocarto International, Journal of the Indian Society of Remote Sensing Springer. He is also reviewer of Ph.D. theses Andhra University, IISC Bangalore, IIT Bombay. He also served as Member of Board of Studies. JNTU Hyderabad, IIRS Dehradun. Guided / supervised 10 B.Tech and 70 M.Tech students and one Ph.D. student for Their academic project/thesis work.
His area of interest are development & application of geospatial technology (Satellite, Aerial, Drone) in Urban / rural lands mapping & monitoring, geospatial governance in land acquisition, illegal / unauthorized constructions, land encroachments, large scale infrastructure (road, rail, oil & gas pipe lines) planning & monitoring and training & capacity building.)
Mr. Vinod Kumar Agrawal

Mr. Vinod Kumar Agrawal is a Honorary Advisor, CMLARR, ASCI & former Director General, Dr. MCR HRD Institute and Special Chief Secretary to Government of Telangana. Dr. Agarwal is a senior officer of Indian Administrative Service (1983) in Telangana cadre. He carries with him a varied experience of handling diverse jobs in the Government of Andhra Pradesh like Land Administration, Principal Secretary, Registration & Stamps Department, Industrial Development, Excise Administration, Tribal Welfare, Education, Co-operation and Marketing, Industries, Taxation, District Administration etc.
Considered an expert in turning around sick organizations, he has been credited with breathing new life into many an organization / department like Markfed, Board of Intermediate Education, Survey and Land Records Department, ITDAs etc. Bhu Bharati, the land-titling project of Andhra Pradesh, a first in India, is his brainchild as Commissioner, Survey, Settlement and Land Records. He championed the project since its inception through designing, planning and implementation. He is now advising the Government of India and a few state Governments in designing, launching and implementing similar land administration projects throughout the country. He was sent to Madagascar as an expert by the Government of India to assist the former in their Land Records modernization project. He chaired a committee appointed by the Govt. of India to suggest the roadmap for land titling in India. He also acted as technical consultant to the World Bank’s Land Governance Assessment Framework.
Born in February, 1958 at Nizamabad, he carries a Masters degree in Business Administration and Bachelors’ in Commerce besides Hindi Vidwan degree as his formal educational qualifications. He has varied interests in different fields. A widely travelled person he is engaged with quite a few philanthropic organizations and intellectual groups. He is a poet of some repute in Hindi and Urdu. He has also trans created a few Telugu poems in Hindi. He holds to his credit quite a few awards in photography and dramatics. He is an avid golfer too.
He is recipient of many an encomium in working life. He was awarded ‘Uttam Seva Pathakam’ by Govt. of Andhra Pradesh for doing exemplary work in organizing relief. He got awarded ‘Outstanding Young Indian Award’ by Indian Junior Chamber. He is also a recipient of Geospatial ‘Man of the Year’ award for use of Geospatial Technology.
Mr. R.N Misra
Ramesh Narain Misra superannuated as Chairman and Managing Director of SJVN Limited. He briefly held additional charge of Chairman of BBMB also. After superannuation, he has been associated with WRDM department, IIT Roorkee as Adjunct faculty member, presently engaged as Professor of Practice. He is Independent Director on the Boards of PTC India Limited, PTC Energy Limited and Indraprastha Gas Limited. He graduated in Civil Engineering from Motilal Nehru Engineering College (Now MNNIT), Allahabad, M. Tech in Water Resources Engineering from IIT, Delhi and MBA in Finance from IGNOU. He is Fellow of Institution of Engineers, India; Institution of Public Health Engineers, India and Indian Water Resources Society. He has also been President of Indian Society of Engineering Geology.
He possesses about 44 years of experience in Power Sector. As CMD, SJVN he actively contributed in diversification of SJVN into thermal, wind and solar energy in addition to hydropower. Prior to joining SJVN, he had served NHPC for 31 years in various capacities. In NHPC, he was head of 120 MW Sewa -II Hydropower project during its construction stage and overseen two large Construction Hydro Power Projects as Regional Executive Director. He also headed NHPC Corporate Commercial Division. He was Chairman of Dispute Board of Vishnugad Pipalkoti HE Project. For adjudication of disputes, currently he is engaged as Arbitrator also. He has wide experience in Project Appraisal, Environmental issues, Construction and Project Management, Corporate Planning, Policy issues of Power Sector, Contract formulation, Contract Management and Dispute resolution. He has been closely associated with matters related to tariff and regulatory issues of Power projects and finalisation of Power purchase Agreements. He has been honoured with several individual awards like CEO of the year 2016 Award; CEO with HR Orientation Award; PSU Leadership Award and Eminent Water Resources Engineer Award- 2016. He has contributed about 40 technical papers in various journals, National and International Conferences / Seminars.
Dr. Mohammad Zaman is one of the Lead Trainers of the ASCI-NRCR Training in Resettlement Management. He lives in Vancouver, Canada and is widely known for his work in the resettlement field. He was the Program Chair for the International Network on Displacement and Resettlement (INDR), the 2018 Meeting held in August in Oaxaca, Mexico. Dr. Zaman is also an advisory professor at the National Research Centre for Resettlement (NRCR), Hohai University, Nanjing, China.
As a trained anthropologist, Dr. Zaman has conducted social analyses of projects and designed resettlement/social development plans for project-affected persons in ADB (Asian Development Bank), DFID (Department for International Development, UK), JICA (Japan International Cooperation Agency), and World Bank-funded projects in urban development, irrigation, hydro-electric dams, coal mines, gas pipelines, roads/highways, railways, and power projects in Bangladesh, China, India, Kenya, Pakistan, Sri Lanka, Thailand, Indonesia, Lao PDR, Vietnam, and the Philippines.
Dr. Zaman also directed training programs in resettlement management for ADB HQ staff in Manila and staff/executing agencies in Beijing, Colombo, Dhaka, Calcutta, Delhi, and Bangalore. In his capacity as a social safeguard/resettlement advisor, Dr. Zaman provided policy advice and operational guidance to senior government officials, local governments, and development practitioners in countries of assignment, including Member, International Panel of Experts (POE), Kenya Water Security and Climate Resilience Project, Kenya, International Panel of Experts/IPOE (National Power Corporation of the Philippines); and Resettlement Coordination Specialist–Jamuna Multipurpose Bridge Project (Bangladesh), Adviser, Bangladesh Bridge Authority for the Padma Multipurpose Bridge Project, and Advisor, Social Safeguards/Resettlement, Dasu Hydropower Project, Pakistan.
Susan D Tamondong, International Consultant Hon. Advisor, CMLARR, ASCI Susan started her career working with a missionary priest helping organize and assist indigenous nomadic tribes and paroled convicts in Palawan Island, Philippines. This experience got her interested in learning more about displaced population, from refugees fleeing their countries due to war to development displaced, an interest which she pursued for her doctoral studies in Oxford as a World Bank scholar. Educated in prominent schools for her graduate and post- graduate studies: in Manila (University of the Philippines, Ateneo), Washington DC (The American University), and Europe (Oxford, UK and Univ of Bologna, Italy), Susan has over 30 years of professional experience in over 35 developing countries focusing on international development, resettlement, gender, social safeguard issues, and evaluation. She has worked with various governments, the academia, with NGOs, United Nations, and various public international organizations. As a published author, Susan advocates for thé equitable treatment of involuntarily displaced population, the marginalized poor and women. She is currently an independent consultant with the Finnish Consulting Group providing quality assurance for Swedish-funded evaluations, and Academic Adviser to Hohai University Center for Resettlement and Research, China.
